Law #1. When a fixed-shape distribution of charge has periodic motion, and when it is mechanically driven, then the work per cycle, expended to counteract the radiation reaction force, equals the field energy flux per cycle time through an enclosing surface.

Law #2. When two or more fixed-shape distributions of charge move periodically at a common frequency, and when they are mechanically driven, then the work expended per cycle, to counteract (a) the radiation reaction forces and (b) the interactive forces, equals the field energy flux per cycle time through an enclosing surface.
